Project Adrifort

Adriatic Fortresses and Military Areas

IPA Adriatic Cross Border Cooperation Program 2007-2013

 Adrifort arises from the awareness of the value represented by the fortified heritage in the coastal Adriatic area, as resource able to give benefits both at social and economic level. The Project aims at creating a new model of Governance of cultural heritage, through the involvement of private investors, and a network of authorities able to manage the fortified heritage, by turning the activity into a tool of economic development of surrounding areas. The project is based on capacity building, and it focuses on the development of a common operative method able to support institutions in the management of the reuse of Adriatic fortress heritage, a strategic asset for the development of the whole area. The project aims at suggesting effective ideas and applicable solutions that can be transferred to other contexts and cultural heritages existing in the whole Adriatic area. The Project also aims at creating synergies between European strategies, such as Gothenburg and Lisbon Strategies, Europa 2020, the European Agenda for culture and the European Spatial Development Planning (ESDP).

The project lasts for 30 months (beginning in October 2012, ending in March 2015). Allocated budget 2.285.752,00, the 85% of which will be financed by IPA funds, the remaining 15% by national resources. The Project falls under Priority 2. Natural and cultural resources and risk prevention Measure 2.2 Natural and cultural resource management and prevention of natural and technological risks.

 The Project is composed of 6 Work Packages and activities per each WP.

 The Veneto Region is responsible for WP1 (Management and Coordination). The purpose of WP1 is the overall management of the Project in accordance with the implementation rules of IPA Adriatic Program. The setting up of two bodies is therefore envisaged: the Steering Committee (SC) and the Cross Border Management Group (CMG).

 The City of Venice is responsible for WP2 (Communication and dissemination of project results). The WP2 is divided into two activities: setting up of the Communication and Dissemination Strategy and creation of the project visual identity.

 The Municipality of Corfu is in charge of WP3 (Consolidation of a multilevel governance for the protection and management of the cultural and environmental fortified heritage). The WP is divided into four activities: definition of a participatory methodology; development of a governance benchmark in the field of fortress rehabilitation; setting up of experimental actions for multilevel cultural governance; development of updated multilevel governance oriented plans.

 The City of Pola is responsible for WP4 (Innovative socio economic reuse of the specific cultural and environmental heritage of military fortresses). The WP is divided into four activities: systematization of past experiences regarding the reuse of fortresses; creation of an Input - Output Matrix and a Database; elaboration of case studies.

 Apulia Region is responsible for WP5 (Overcoming the budget constraints). The WP is divided into three activities: analysis of financial channel; study of multi-criteria evaluation tools (Investment Opportunity Portfolio - IOP); arrangement of case studies.

 Veneto Region is in charge of WP6 (Cross Border Network for the preservation and management of the cultural and environmental heritage of fortresses in the Adriatic Area), with the purpose of creating a permanent network among Partners, aimed at jointly managing and promoting the fortified heritage in the Adriatic Area, as well as elaborating specific operative tools also by using the outputs produced by the other Work Packages: an integrated promotion of the actions will allow to maximize the resources, to improve the effectiveness of the activities on the territory and to increase the awareness of a potential economic and social development related to the fortified heritage rehabilitation in the Adriatic area. Another important objective is given by private sector attractiveness. The WP will be developed according to four activities divided as follows; setting up of a virtual work platform for the partnership connection: the information system will be therefore implemented by fostering data sharing based on past experiences among all partners; creation of a specific training pack for the development of skills and professional capacities to be shared among Partners and to be offered to all the organizations collaborating in the management of the fortified heritage; planning a joint cross border activity for the promotion and enhancement of fortified heritage through an accurate joint management, at cross border level, of the promotion of fortified heritage, aimed at strategically increasing the awareness of its social and cultural value; setting up of a cross border platform for the promotion and development of heritage (heritage conservation, social development and economic sustainability) that will be operative for the long run.
